Which is the best Web Map Publishing solution in open source and in proprietry For server Arc GIS or Bentley or any other is der alo in open source can i get best one

Can anybody have idea how to start for developing open source based vehicle tracking system. already developed web based interface now i wanna how to integrate the gps with portal for a fully functional vts? i used java, geo server ,, open layers nd postgre sql for web based development

i think Feature space based classification will be far better and will give better outputs since i t will account for each pixel values of the image.

Did any body having experiance in Carbon Accounting and Reducing Emission by VCS Methodology if then let me know if we can share anything
