Well, I am not such professional in eCognition but it sounds to me that you need a complex spatial model with conditional statements to detect vulnerable areas based on the data layers I mentioned before... If you can measure the safety index, this will be enough to be classified in any software as well as eCognition and define vulnerable sites...1 point
