@shaimaa gamal, There is a easy way to rotate an image. 1. Load your map on ArcGIS. 2. Go in Custumize, Toolbars and select "Georeferencing" 3. At the right side of the toolbar you have a kind of "spin arrow" and when you let your mousse over the icon, you will read "Rotate"., then use it.
Here, you can Rotate, Shift and Scale.
After your change you have two possibles to save your modification.
Update Georeferencing: This option save the current position, pixel orientation and scale, but in a temporary mode.
It only wrap the data and if you remove the "aux.xml" link with your image, it will come back as it was previously
Rectify: This option save the current position, resample the pixel orientation and scale,in the definitive mode.
