ArcGIS crashes on Tabulate Area

Hi,
Tabulate area or Zonal Statistics as Table end with [000000_12301899] error when running from ArcToolBox. Using/calling them in python such as arcpy.sa.TabulateArea.... results in a simple crash. no warning.
I've tried all possible workarounds. Changing pixel size, using feature class/shapefile as zone data etc. etc. Sometimes tool runs fine and sometime it gives the error (with exactly the same parameters). Crashes ArcGIS each time when called, in python. Is it the new version's problem?

generate height data from DTED maps

I have 16 DTED maps of (1 degree x 1 degree). I have to generate combined height matrix of maximum 4 (1 degree x 1 degree) DTED maps in my C++ application.
Can someone suggest to me which open source GIS API I should use in Windows 7?

I hope, this topic will be a good place in this General Topic. So: i have a new notebook, i think its kool, i7 cpu, 12 gb ram, 1 tb hdd (old sata3 not ssd). Thought, the ArcGis 10.1 + windows 7 64 will be fine..but not.
The main problem is by opening and using many rasters. The ecw file zoom in-out is pretty kool, but the jpg, png, other raster slooowing down the system. Not only the gis program, it's sloowing the main system too. The arcgis uses only 300-600 mb ram, and few cpu,
